UP Cabinet Decisions: LDA to operate JPNIC, Link Express to connect Lucknow-Agra and Purvanchal Expressway

Lucknow: Taking an important decision in the Cabinet meeting chaired by Chief Minister Yogi Adityanath today, the responsibility of operating Jai Prakash Narayan International Centre (JPNIC) was handed over to the Lucknow Development Authority (LDA).

30 proposals were approved in the Cabinet meeting held on Thursday under the chairmanship of Chief Minister Yogi Adityanath in Lok Bhavan here. Many ministers, including Deputy CM Brajesh Pathak and Finance Minister Suresh Khanna, were present at the cabinet meeting.

The Cabinet also approved a proposal to constitute the UP Rozgar Mission to help find employment for the state’s youth in India or abroad.

After the meeting, UP Minister Nand Gopal Gupta Nandi informed that a new link expressway has been approved in the meeting to connect the Agra Lucknow Expressway to the Purvanchal Expressway.

UP’s Industrial Development Minister Nand Gopal Gupta ”Nandi” said, the expressway would form an essential part of Uttar Pradesh’s emerging expressway grid, interlinking existing and upcoming corridors such as the Agra-Lucknow Expressway, Purvanchal Expressway, Ganga Expressway (under construction), Bundelkhand Expressway, and Gorakhpur Link Expressway, enabling smoother travel across Lucknow, Agra, Kanpur, Prayagraj, Varanasi, and Ghazipur.

It is expected to generate both direct and indirect employment. The proposed expressway will be constructed in six lanes (expandable to eight), span 49.96 kilometres, and will follow the Engineering, Procurement, and Construction (EPC) model, he added. The total project cost has been pegged at Rs 4,775.84 crore, which will be borne entirely by the state government.

These proposals were approved in the meeting

– Bundelkhand Industrial Development Authority Area Regulation 2025 was approved in the meeting.

– Under the Industrial Investment and Employment Promotion Policy – 2022, the recommendations made by the high-level authorised committee in the meeting held on 20 March 2025 and 27 March 2025 were approved.

– Approval for the formation of Uttar Pradesh Employment Mission.

– Approval to implement Uttar Pradesh Development Authority Building Construction and Development By-laws and Model Zoning Regulations – 2025.

– Approval to contract the Scientific Institute of the Ministry of Electronics and Information Technology, Government of India, Center for Development of Advanced Computing, on a nomination basis for the upgradation of the Integrated Financial Management System (IFMS) of the State Government.

– Approval for the establishment of Dr. K N Modi University, Modinagar, Ghaziabad, under the private sector in UP.

– Approval of amendment in Uttar Pradesh Higher Judicial Service Rules 1975.

– Approval of Uttar Pradesh Gram Vikas Adhikari Service Rules 2025.

– Approval of Uttar Pradesh Animal Husbandry Department Veterinary Pharmacist Service Rules 2025.

– Approval to increase the retirement age of personnel of Uttar Pradesh Language Institute from 58 years to 60 years.
